The sweltering European heatwave of July 2026 served as a stark, albeit temporary, indicator of the profound and ongoing transformation of the modern workplace. Beyond merely testing air conditioning units, this extreme weather event amplified the complexities of managing contemporary office environments, particularly across the diverse and dynamic EMEA region. As temperatures soared, employees re-evaluated their daily commutes, the usage patterns of meeting rooms shifted unpredictably, and previously overlooked quiet zones became prime real estate for focused work. Simultaneously, facilities management teams faced the dual challenge of maintaining occupant comfort while grappling with escalating energy demands. These short-lived but impactful shifts underscore a fundamental truth: workplaces are far more fluid and responsive to external factors than traditional design philosophies often acknowledge. The assumption that employees utilize office spaces in a uniform manner, day after day, week after week, or season after season, is increasingly proving to be an inadequate foundation for future workplace strategy.

This challenge is particularly pronounced in EMEA, a region where hybrid working models are evolving with unprecedented divergence. Organizations here are navigating a complex tapestry of distinct labor markets, varied cultural norms, evolving regulatory landscapes, and a wide spectrum of employee expectations. This intricate environment makes the application of a single, standardized workplace blueprint exceptionally difficult. Hybrid working is no longer a nascent experiment; it has matured, but not into a singular, predictable paradigm. Throughout the past few years, companies across EMEA have undertaken significant efforts to redefine their workplace policies, re-evaluate the fundamental role of the physical office, and invest heavily in creating environments that foster collaboration, spark creativity, and prioritize employee well-being. While this period has undoubtedly witnessed one of the most substantial workplace redesigns in decades, it also compels a critical and often uncomfortable question: are we shaping our workplaces based on empirical understanding of how people actually work, or are we still clinging to outdated assumptions about their behavior?

Designing for Behavior, Not Mere Attendance

The structural shifts currently underway across EMEA offer a compelling illustration of this ongoing transformation. According to JLL’s latest EMEA Occupancy Planning Benchmark Report, a significant 47 percent of organizations are actively increasing the number of phone booths within their workspaces, while nearly a third are incorporating more dedicated focus rooms. This trend reflects a move away from traditional dedicated desk setups, with shared workstations increasingly supplanting them. Concurrently, private offices continue their gradual decline in prevalence. These strategic adjustments are logical responses to a workforce that no longer engages in solitary, desk-bound tasks for the entirety of their office days. The contemporary office is increasingly expected to serve multiple, equally vital functions: facilitating robust collaboration, enabling deep concentration, supporting continuous learning, and fostering meaningful relationship-building.

However, the rapid evolution of workplace design is mirrored, and perhaps even outpaced, by the equally swift evolution of employee usage patterns. Across EMEA, a notable 60 percent of employees now attend the office between three and five days per week, suggesting a more structured approach to hybrid working compared to the immediate post-pandemic period. Yet, a deeper examination of this statistic reveals a distinctly regional narrative. Almost one in three employees still commutes to the office only once or twice a week. Furthermore, the United Kingdom, for instance, averages just 2.8 office days per week, falling below the global average of 3.2. Attendance patterns exhibit greater variability across EMEA than in any other global region, ranging from fewer than two office days weekly in some markets to more than four in others. This divergence signifies the absence of a monolithic "European model" for hybrid working, a reality that significantly complicates the intricacies of workplace design.

This complexity is demonstrably reflected in building performance metrics. EMEA stands as the sole global region where office utilization has experienced a year-on-year decline, dropping to a mere 55 percent, despite organizational targets often hovering around 75 percent utilization. The disparity between actual and targeted utilization has, alarmingly, widened rather than narrowed. This trend suggests that the primary challenge is no longer simply persuading employees to return to the office. Instead, the imperative lies in comprehending how today’s workplaces are genuinely being utilized and whether these spaces are effectively supporting the diverse range of activities for which employees are choosing to come in.

These questions are of paramount importance because workplace design has evolved into a long-term strategic investment. Organizations are actively reshaping their real estate portfolios, undertaking extensive building refurbishments, and reallocating significant spatial resources based on their perceptions of future employee work preferences. These decisions will inevitably shape the employee experience for years to come. Yet, they are frequently informed by what are essentially snapshots of behavior, rather than a continuous, nuanced understanding of how workplaces function over extended periods. A meeting room that appears perpetually booked might, in reality, sit empty for substantial portions of the day due to employees reserving it "just in case." Similarly, collaboration spaces might seem heavily utilized because demand peaks intensely for short, intermittent periods, while quieter environments could appear underutilized simply due to poor location, inadequate signage, or difficulty in accessibility. Without a clear distinction between perceived usage and actual, sustained behavior, even the most well-intentioned design decisions carry significant and unnecessary risks.

From Instinct to Insight: The Data-Driven Shift

Perhaps the most compelling indicator that organizations are beginning to acknowledge this pervasive challenge is the discernible shift in their strategic priorities. Over the past twelve months, the emphasis on increasing the use of utilization data in planning has surged from the sixth to the paramount occupancy planning priority across EMEA. This elevation places it as a higher priority than in any other global region. The concurrent rise of improving reporting mechanisms to the second highest priority further underscores this trend. Collectively, these findings strongly suggest that workplace leaders are progressively moving away from decisions rooted in intuition and instinct, and are instead gravitating towards evidence-based methodologies.

This fundamental shift reflects a simple, undeniable reality. Modern workplace design can no longer afford to rely solely on the findings of occasional employee surveys, anecdotal feedback, or infrequent utilization studies. Organizations are increasingly demanding robust evidence that empowers them to understand the performance of different spatial configurations, to track behavioral changes over time, and to ascertain whether their substantial workplace investments are truly delivering the intended strategic outcomes.

Extreme weather events, such as the intense heatwaves experienced across Europe in the summer of 2026, merely serve to amplify this urgent need, making it more visible and undeniable. Changes in ambient temperature directly influence commuting patterns, altering occupancy levels throughout the day and affecting how employees navigate and interact with a building’s spaces. Similar behavioral shifts can be triggered by a confluence of factors, including school holidays, significant transport disruptions, or the intense pressures associated with major project deadlines. While the specific catalysts may vary considerably across EMEA’s diverse markets, the underlying conclusion remains consistent: workplaces are dynamic, living environments shaped by constantly evolving patterns of behavior. This inherent fluidity renders the practice of designing offices around fixed, static assumptions increasingly untenable.

AI’s Promise and the Prerequisite of Reliable Data

The same principle of evidence-based decision-making extends to the burgeoning field of artificial intelligence (AI), which is understandably generating considerable excitement throughout the real estate industry. AI holds the promise of delivering enhanced forecasting capabilities, more intelligent workplace planning, and the development of increasingly responsive building systems. However, organizations across EMEA are approaching its widespread adoption with a degree of understandable caution. Currently, only a modest 8 percent of companies have progressed beyond the pilot program stage for AI implementation. Furthermore, almost one in five organizations still does not rigorously audit the accuracy of its fundamental occupancy data. This persistent issue of poor data quality remains one of the most significant impediments to broader AI adoption, reinforcing the critical fact that intelligent workplaces are fundamentally dependent on reliable information before they can truly benefit from intelligent technology.

For a substantial portion of the past five years, the discourse surrounding hybrid work has predominantly focused on attendance metrics: the frequency with which employees come into the office and whether organizations should actively encourage them to increase their on-site presence. Across EMEA, this particular conversation is increasingly feeling too narrowly defined. The more pertinent and strategically important question is whether the physical workplace effectively supports the diverse range of activities for which employees are choosing to come into the office. In a region where hybrid working models exhibit marked differences from one national market to the next, the successful design of future workplaces necessitates a far deeper and more nuanced understanding of actual employee behavior than has ever been required before.

The recent spell of exceptionally hot weather will undoubtedly pass, but the critical lesson it offers to employers across EMEA should endure. There is no single, universal formula for designing the optimal workplace of the future, primarily because there is no universal, predictable pattern of workplace behavior across the region. The organizations that will ultimately achieve sustained success in this evolving landscape will be those that commit to continuously learning from how their employees genuinely utilize their spaces, adapting their workplaces as behaviors evolve organically, rather than continuing to rely on outdated and increasingly inaccurate assumptions.
